I have experienced this before. You have to claim the draw.

After you have repeated the same position trice, click the draw button, and it will be a draw. Normally, the draw button will offer a draw, yes, but if you are in a repeating position, that has been repeated trice, you can claim it if you want to have the draw.

I don't know why it's not just a draw after three repetitions though.

The rule is specifically that a draw by repetition is not automatic, it has to be claimed.  Players have the option of ignoring the repetition and continuing.

Look at what the button says:  it usually says "offer draw".  It only changes to "claim draw" for the turn when the position is repeated for the 3rd time.  If it isn't clicked then, and another move is made, it changes back to "offer draw" and the draw by repetition can no longer be claimed (until some future move that satisfies the condition again).

Maybe what happened is you missed the "claim draw" opportunity and since then you have been clicking on "offer draw" and your opponent has been declining every time?

The threefold draw situation is not handled well. On the site you claim after your move not before.

"9.2 The game is drawn upon a correct claim by the player having the move, when the same position, for at least the third time (not necessarily by a repetition of moves):

a. is about to appear, if he first writes his move on his scoresheet and declares to the arbiter his intention to make this move, or

b. has just appeared, and the player claiming the draw has the move."

On the site, your opponent has the opportunity to move before you can click on claim draw.
