The rule in OTB chess and online is you have to move, offer the draw, then hit the clock and the offer expires when they move. Basically you are required to move before they accept or decline the offer. Hope this helps!

You still have to make a move. The offer does not expire when you move but it expires when your opponent moves
OTB I offer my opponent a draw before I make my move. He either accept or rejects the offer. If he does nothing the offer expires when I make my next move.
