In rare cases, the players would not receive 1/2 point. For example, if a draw were pre-arranged, and the tournament director learned of the collusion, the TD could punish both players by declaring the game lost by both of them. The players would then receive 0 points each.
Another hypothetical example would involve one player forfeiting a game due to unsportsmanlike conduct at a point when the forfeiting player's opponent has insufficient mating material (i.e., a bare King). The forfeiting player would lose and receive 0 points, while the opponent would draw and receive 1/2 point.
I don't know of any actual examples of these scenarios occurring, but this is my understanding of some of the rules of FIDE (e.g., Article 12.3b).
