Draws Because of Repitition

Can someone explain the draw because of repitition rule for me?  I was under the impression that if all the pieces were in the same position on the board after 3 moves, consecutive or not, the game would automatically end in a draw.  This just happened to me in a game on chess.com and it the game didn't end automatically in a draw.

I could be wrong, but I don't believe the draw is automatic.  If this is right, that raises the question of who one would petition for draw to if one player refuses the offer and continues with the infinite back-and-forth.  I'm going to go check the Chess.com rules.

Yes chess.com is automatic. If the pieces are in the exact same positions and spots (like exact same) three times than it’s a draw. This rule was invented because sometimes people would just go in circles and they just wanted to end the games early b it it’s mostly used today to squeeze water out of stone and salvage a draw in a losing position.
In tournaments you have to write it down and claim it it’s not automatic and then the adjudicator will coen over I dunno
