If your opponent disconnects or times out, the computer notices it and sends out the Fair Play Policy notice. They keep track and if you do it too often, you get restricted and have to wait 5 minutes between games. Keep doing it and there's a special "bad conduct penalty box" whose inhabitants are only allowed to play each other.
