It's the Chess federation's official flag. Firoujza plays with this flag instead of Iran's because of political complications.
There are two reasons:
- If a member federation is suspended (e.g. for arrears with membership fees), players are listed under FIDE flag until the issue is settled.
- If a player has good reasons not to play for his federation any more, he may be permitted to play under FIDE flag (such as Firouzia, see Wikipedia).
