You see, USCF ratings and chess.com ratings reflect retard performance. Players like Nakamura, Caruana, and Jeffery Xiong actually went to Europe to compete. They deserve a FIDE rating. They aren't USCF retards.

No, the pool is the group of players. The vast majority of players here don't have FIDE ratings or play in FIDE rated events and therefore the pool of players are different.

Smaller pools can result in higher ratings. Since a lot of Chess in the US is very regional in areas, where a lot of the same groups of players play events together, you can have varying levels of rating inflation/deflation.
