You can only obtain higher rating by beating players of higher rating. If you had scored 6/7 vs opponents 1800-2000 likely your initial rating would be 1985.

I am not sure. I imagine you must slowly work your way up - if you continue to score strongly in future tournaments you will gain a little rating, then will face slightly stronger players next time and gain a little more and so on. They cannot enter you into 1600-1800 rating pool tournament simply because you or a friend say that you are 1700 for example. You must prove this over the board.
