You don't sign up for FIDE. Only national organizations are members of FIDE. If you are a USCF member and playing in a FIDE rated event, then you are good to go.

I am planning to play in a FIDE rapid rated event this week. I have never played in such an event, and as I am aware have no FIDE profile or membership. How will I sign up to play when I get there?
