FIDE Titels

Hi, this was probably discussed before but i am wondering why FIDE gives out titles so easiely, I mean 1440 Grandmasters?? Imo, only the very best in the world should be awarded that title. When I see a GM for example on a chess Website, i first have to google his name and check his rating to see if how good he is. This would be much better:

2300-2500 = CM 
2400-2600 = FM
2600-2700 = IM 
above 2700 = GM

In this system we would still have 47 active GMs, 279 International Masters, 3012 FIDE Masters and around 7000 Candidate Masters. That way we could judge the skill of a player again by looking at the title and further GM and IM titles would really stand out as very strong. It would also match the meaning of the title much more, I mean no player with 2400 rating and IM title is playing on an international tournament level, and right now there are over 3000 people with IM title, that makes no sense at all. 

What do you think of my system? Is FIDE just trying to make money?
