That as obvious as it is that a player with a 372 Tactics rating, a 632 and 720 Blitz and Rapid rating, who has lost 10 of 11 games played at chess.com can obviously make that kind of judgement about chess!

Wrong. Americans and Russians have kind of taken over chess.

I have a positive chess record against Filipinos. Perhaps the strongest Filipino of all time was Rodolfo Cardoso, the first Asian to ever become International Master, but he is overshadowed by former FIDE chief Florencio "Campo" Campomanes, who was corrupt beyond my ability to describe in English.

I agree . I met som Filipinos online. OTB I meet most Norwegians, and they too are smart. I lose more than I win.
