The French Defense does not challenge white and no matter how you respond to 3. Nd2 (e.g. Nf6, c5 being the most popular choices) white's game plan is very simple and easy to play (it almost plays itself) while black is both cramped, behind in development, and has a bad bishop that makes completing development difficult.

The way Be7 is different than other line.Mostly white didn't know much how to play against it and you can crush white with it.
Just study the good French defense players.Most of them prefer 3...c5(korchnoi , Vaganian , Psakhis , etc.)Uhlman has played both 3...c5 and 3...Nf6 , Vaganian has used 3...Nc6(as a surprise weapon) and Morozevich 3...Be7 with very good results.
Watson in the book Dangerous weapons says that even 3...h6 is playable(and some recent articles in another site rather agree with that).

The line in the Tarrasch (shown in the game below by Lawrence Trent) is very similar to lines played by Korchnoi in the 60's and 70's (he often got to it from a 1. d4 transposition).
