Are you talking about https://ratingsnw.com/

If so, what exactly are asking about titles?

What I mean is if I get my nw rating to a certain number could I get a title?

No.

is an elo rating the same as fide?

The Northwest Rating system uses the USCF's formula, which is essentially an (Arpad) Elo formula that has been tweaked, primarily by Mark Glickman, for whom the Glicko system used on chessdotcom is named.

FIDE uses the system developed by Arpad Elo.

GM Yasser Seirawan started playing chess in the Seattle area when he was 12 (and lost most of his early games). He joined a chess club and played in rated tournaments. His rating rose and he earned several titles.

You can do the same thing . . . Good luck. happy.png

(And here's a video of him describing his earliest chess games. Sound gets better a few minutes into the video.)
