The Northwest Rating system uses the USCF's formula, which is essentially an (Arpad) Elo formula that has been tweaked, primarily by Mark Glickman, for whom the Glicko system used on chessdotcom is named.

FIDE uses the system developed by Arpad Elo.

GM Yasser Seirawan started playing chess in the Seattle area when he was 12 (and lost most of his early games). He joined a chess club and played in rated tournaments. His rating rose and he earned several titles.
