FIDE Rating 1500-1799


Just in my mind, players around 1500-1600 are almost perfect at not blundering 1 or 2 move tactics (unless the tactic is really rare or hard to see for some reason). Sure simple blunders will still happen, but like I said, "almost" perfect . In any case I think they're notably better than the class below them.
Around 1700-1800, in my mind, is when players are more constantly trying to tie all their moves together towards an overall goal. Of course even very weak players may have a plan, but their plan may change every move. At 1700-1800 you're able to pick a pretty realistic plan (even if it's not great) and stick with it.
These aren't skills you can learn directly really, just an aggregate of lots of experience and practice with the various aspects of chess, but FWIW, and IMO, this is what stands out to me.

I'm about there in all but bullet, but I lose to lower rated players a lot. I can also occasionally beat players up to 2000 though. The main difference I see in most players is that the higher rated players have generally put in more prep and study than I am willing to, while the lower rated players need to study the end game, reel themselves back a little and not be aggressive without seeing a clear plan, and the ever present "not hanging a piece".
