Basically just do what chyss said (don't hire 3 expert theorists in openings). Seriously you have to want it and mean it, word hard for it (in a strcutured manner), then it comes down to talent. There already people out there like Wei Yi who can honestly say that they will one day be the #1 fide player (tough competition). How to become the #1 fide player is simple, just doing it is hard. This thread should get interesting....

Technically, that's not a question.
The answer to the question you didn't ask is: study openings, middlegames, endings, strategies, tactics, and chess psychology. While you're doing all that studying, play thousands of games against titled players. Get yourself a GM coach, and have him analyse your games with you, finding weaknesses in your play and advising you on how to fix them. Then hire about three expert theoreticians to find amazing opening novelties for you to spring on your opponents. Finally, enter all the tournaments you can ensuring that you always win every game by playing awesome moves. That way you can be sure you will become the #1 FIDE Player.
