You do realize that the guy you're talking about memorized all the puzzles and probably skips the ones he doesn't know?

His ratings at Blitz, Bullet etc. are not bad but nothing special either.
If he was really that great of a tactician he would have a much higher rating.
As Cherub said, his way of "solving" those tactics is fishy.
There's definitely not a million of them. I'd be surprised if there were more than say, 15K puzzles in total.
I've been getting duplicates about 1/10 times, and I've only completed like 300 tactics.
But that's not just it - the fact that you can skip tactics you don't like is enough by itself.
