The Glicko RD value increases if there have been no recent rated games. That is part of the algorithm to try and ensure a rating is accurate.

I Had a glicko RD of 17 after playing 19000 games but i havent played bullet for 2-3 months( rated games) bu i have played a lot of unrated games. but now i see is my glicko RD has switched from 17 to 61. can anyone explain this phenomena?
