Well, this man was 3 yrs. older than Herman Helms (who edited the American Chess Bulletin and a chess column in the Brooklyn Eagle, the New York World and New York Post, but never the Philadelphia Inquirer.   This mystery man also helped write the history of chess in Philadelphia.

I had to look that up.  He was an organizer but I can't find any evidence he helped organize Cambridge Springs.
