The Halloween gambit is far from losing. Dubious, sure, but if White knows what they are doing and learns the necessary theory, it's a very dangerous surprise weapon. Qf3 against Ng6 is very challenging, and even if Black gets into a queenless-middlegame with the knight for two pawns, White's position is surprisingly impenetrable and Black has difficulty making progress.
Particularly in faster time controls such as blitz and rapid, the opening often succeeds in attaining White a substantial (and often decisive) time advantage along with the initiative (should Black chooses to hang on to the extra piece).
I don't think I have ever lost a game in the Halloween Gambit where Black held on to the knight. Instead, giving back the knight with Bb4 achieves a more reliable edge.
