The site has a team that does the verifications and if they require additional information, it's up to the member to supply that information. If all the requirements get met and is accurate, the title gets added

Please don't get the wrong impression about chess.com at this stage. I haven't resubmitted the titled verification form after the third resubmission (at the time of making the post) as it is a very tedious process for me because I do not have any high-quality cameras at home that can take photos with a high resolution (bit of a weird situation, but it is what it is). Because of this constraint, I'll be resubmitting on the weekend when I have a bit more time to figure things out.
Also, I had previously verified my account under my name to participate in the Global Chess Championship, and have played in multiple USCF rated events under my real name and chess.com username (my chess.com account is officially linked to my USCF profile), so I don't understand why it's so difficult to confirm my identity, even if the documents are unclear because of low resolution cameras.
