I´m well aware of that but in this case it was some other kind of footwear. Looks nice and comfy but I don´t know what they are called

I think if it's a big tournament like a World Championship then there's nothing wrong with having a more strict dress code so the players look smart - but it's unrealistic to say that anyone playing chess at any level should be wearing stylish suits etc. I don't see any reason why the vast majority of tournaments can't allow normal casual clothing. But whatever the rules are they need to apply them equally to everyone, or there is no reason having rules at all.
FM/WIM Anna-Maja Kazarian was also fined for wearing "weird shoes" a year ago - you can see in her Youtube video "FIDE Banned My Shoes".
I think FIDE and the players need to get together and have a long conversation about what is reasonable and fair as far as clothing goes, as well as other issues in chess, come to some agreement everyone can agree on, and move on.

Objective:
It is important to promote a good and positive image of chess. Attire worn during all
phases of the championships and events should be in good taste and appropriate to
such a prestigious chess event.
The above is the raison d´etre for the dresscode FIDE enforces during the chess championships FIDE organizes. The dresscode is in place "to help chess" by promoting "a good and positive image" of the game. While one may question the need for and wisdom of this it is, at least for me, obvious that those objectives should be paramount for the officials when dealing with perceived infractions.
I´m no expert on ladies footwear and I´ve learned to never question what a lady choses to wear. FIDE and it´s oficials, obiously, are another matter. Now GM Zhu Jiner has been fined for non-confoming footwear. She claims this was made in a manner that disrupted her play. She has written an open letter adressing this incident and chess.com has covered the story.
Below are excerpt of the dress code and a photo of the offending footwear. Do you think that the image of chess had suffered if Zhu Jiner had been allowed to play, undisturbed, in her footwear or was if for the good of the game that action was taken against her?
3 c The following is acceptable for women players

3 d The following is NOT acceptable for women players
Beach-wear slips, profanity and nude or semi-nude
pictures printed on shirts, torn pants or jeans. holes, noticeable
unclean clothing, sun glasses, sport caps. Revealing attire. Clothes
such as denim shorts, short-shorts, cut-off shorts, gym shorts, crop
tops, tank tops, and clothes made of see-through materials or
clothes that expose areas of the body usually covered in the location
where the event is taking place.
