Problem needs to be fixed . No one wants to play chess for 4 points per game !!!

Very disappointing change - not sure I will play here for a long time after this change -  8 points for game was fair; 4 points is not fair; playing someone with raiting almost +100 against yours and ... 5 points ... does not make any sense :-)

Does a WIN receive the same amount of points regardless of how the WIN was achieved, for example, whether by checkmate, resignation, or expiration of time?

Yes, as long as the game is long enough (two moves?) to qualify to be rated. There is no difference in rating depending on HOW the win was achieved.
