How can an opponent move in less than 1/10 of a second

Recently I noticed that I have played a couple of people who make 10 moves in a second. At best i can make 1 move a second, typically less.  My connection is fine, no notable delays.   Something something doesn't seem right.  Any opinions?

He has been playing over 18 000 blitz games and his account is going to be 10 years old later this year. Surely he knows this by now.

Doesn't premoves waste 0.1 seconds or more

If you have a lot of lag or connection issues, they can take longer than 0.1 seconds.

Yeah, i know, I am saying that the OP states "how can the opponent move in less than 0.1 seconds?"...

They can't, it might look that way due to lag, but realistically the most you can expect from a premove is still a 0.1 decrease from your clock.

How about a non-premove move? Can you theoretically "react fast enough"?

I've seen posts in the past where people have posted moves that were actually faster. If the timing is just right, a move can probably be sent that fast, it just can't be a premove. I'm sure those are pretty rare in practice.

I've tried in chess.com/play/computer using a 30 minute timer and after a few attempts I made a non-premove move that is less than 0.1 seconds (0.097 or something)

I can make like 3 moves a second, even with no premoves, for me pre moves take about 0.2 seconds
