how do I get a better rating?

you don't just get a better rating instantly. you have to study, and play slow games with time to calculate to get better

I am a certified, full-time chess coach and International Master, so I have seen it and tried it all.
There are so many ways to get better and I know it can be overwhelming.
You can learn from free videos on youtube, there are books at your disposal that can all help, but they are not tailored to your needs.
One of the most important things you can do is to analyze your games! You must learn from your mistakes! That is a priority. You can't really move on to a new, different topic and learn new ideas if you still make the same mistakes over and over again!
This is where a chess coach comes into the picture. A good coach can show you how to study, what to study, gives you the material YOU need. Naturally, it takes time to use everything in practice, but if you are relentless and persistent you will succeed!
You should learn the main principles in every area of the game (opening, middlegame, endgame). Don't focus on only one part! You should improve your tactical vision as well as it is part of all areas!
This how I built my training program for my students. We discuss more than one topic during a lesson so it's always interesting and they can improve constantly. I give homework too and the right tools to make practicing enjoyable and effective!
Don't worry about your rating and the ups and downs! Just keep on playing and practicing!

When I joined chess.com, I hadn't played chess in a year, so I went to 500.I am really colse to 700, but can anybody tell me how to improve my rating quickly,because I feel like I am a little bit underrated.

I don't have any membership, so I can only analyze one game per day.
you do not need membership to analyze your games. the membership analysis only increases depth from 14-18 (which is unnecessary for pretty much anyone under 2000) and gives you some fun colors for best move and a CAPS score.
But getting membership cannot change how you analyze your games. I used the free engine up to 1700.

that is not the only way to analyze. You can get a computer analysis on another site, or go to self analysis on this site and look at the bar on the left and possible lines on the right.

At it's most basic, self analyzing with the engine just constitutes of looking at the lines, seeing "oh, it says I have a +3 advantage but I didn't play the move, lets see what the engine says, oh, there's a tactic that gives me a piece. Very cool"

Computer analysis misses the point anyway.
You want to improve your rating.; Since rating tracks your playing strength, that means that you need to improve your playing strength.
Using the computer analysis feature teaches you only two things:
1) It shows you what move you should have made in some specific position that will never occur again in your games. Not much help there.
2) It teaches you how to click the "Analyze" button. Also not much help.
Instead, you should be learning how to FIND the best moves, in an actual game position. Consistently finding the best moves requires developing the correct habits of thought... the correct ways of LOOKING at a chess position.
The computer analysis feature will be just about ZERO help in accomplishing that.
Here's a start: read the first three pages of this thread (my posts in particular) and play over the sample games. It might introduce you to a new way of looking at chess positions.
