how do I get FIDE rating
You get a FIDE rating by playing in FIDE rated events and doing well enough, assuming you meet and score against a sufficient number of FIDE rated players.
Playing well enough to get a FIDE rating is no great deal, because the lowest possible FIDE Elo is 1000.

Maybe in an area with plenty of FIDE rated players and events. I have played one Standard FIDE rated event and none of my opponents had an established FIDE rating. So, even though I scored 2.5, I didn't get rated.
Lol to post number 6,
I doubt this would work. In fact, $3000 for 3000 rating points secures me the world class rating WITHOUT the competitive play, skill level required, time to get there, and so on - what a great deal!
Actually, if this was true (and legal/morally acceptable) - then I'd get a "high" rating, and then write books, or lessons, etc. And make back the money I spent in about a month. Even if I was not"skilled" in chess, I could hire someone who is for advice/comments and still have profit left over. I think the only way to get a "high" FIDE rating is to play enough of their events well enough to increase rating over time - but this is time-consuming (many years usually), stressful (the skill actually required, of course), and costly (way more than $3000 I am sure). GMs and IMs combined make up less than 1% of all chess players; I am sure this statistic would be different if it was only by money "given" - but nevertheless a funny thought right? ![]()
