How do you get a FIDE rating?

So guys, I've been wondering, how to get a FIDE rating. So my question is that do you have to defeat a few rated players or does just attending a rated OTB tournament give you a FIDE rating? Please help me with this. Thanks!

we need to defeat at least 5 opponents and you will get partial rating. Partial rating will be average rating of the opponents that you've defeated. If it reduced below 1000  then your rating is canceled.

You can get FIDE rating just by playing in tournaments, and there are players at virtually all levels. You don't need to play well to obtain a rating. It is just that the better you play, the higher your rating will be.

This is completely wrong. You don't need an insane rating like that to get one.

but it's no use unless your rapid rating is above 1800 and also it will be waste of money.

He probably got it confused with rating requirement of FIDE Master

You have to play against 9 players with FIDE rating and get a score of 3/9 but this is all after you contact your federations officer to get you a player profile

Anybody knows who has the lowest ELO rating in the world?
