Let's start with the beginning:
You find a chess club in your region. You sign up for it and start attending real life tournaments, obviously in your region/country. The more you play and learn, the more FIDE rating you will gain, which is the one used by the international federation in OTB. I think there are bottom limits such as 2200 or 2300 for CM/FM. For IM and GM it's more complicated, as some international tournaments offer "IM/GM norms". You need 3 IM/GM norms to get the title and there's also a bottom rating for those too
