How is 1362 in standard master level? Is that a new affirmative action program?
How does a standard chess master that sucks at Blitz improve his game? Tips?

i've seen 1300 players, with 2100 blitz.
There are just people who will be great at one, but never get the hang of the other.

If you improve your ability at real chess, actual understanding of positional concepts, tactics, endings, etc., your blitz will automatically improve.

I wouldn't waste time actually trying to get better at blitz. Just try to get better at chess.
Success in blitz seems to be mostly about who is willing to move quickly without calculating much, and who is in a better state of alert concentration. And a fast internet connection helps.

I may not be a very strong player in terms of rating, but I have a heavy understanding of chess improvement. What Eric says is the truth, ignore BLITZ and concentrate on CHESS. Everything else will fall into place from there.

Agreed. I lose on time sooo much in Blitz it actually isn't all that funny anymore. Just remember, the answer is always "d. All of the Above"
But seriously, tactics my friend. Become faster at locating moves in a normal game, don't make them, just locate them, then trasition back to Blitz. Bruce Pandolfini (Ben Kingsley) said a lot of interesting things in the movie "Searching for Bobby Fischer" and I can't say I totally agreed with them all. However, one thing that has stuck with me is when he stated that playing fast games will never improve one's chess game.
I cannot agree nor disagree with that statement, but having more time to think and learn is never a bad thing.

it is impossible for a master to be poor at blitz. in fact, your blitz skill is an exponential function of your standard chess understanding.

In blitz you have the right to think a long time on 2-3 moves per game. It means that you must be able to play the 57-58 others without thinking too long - and you will not learn how to play rook endgames by practicing them in blitz where you only have 20s left.

The vast majority of games I've played are blitz OTB; I have far more practice at that than slow chess. Still, I win a far higher percentage in slow chess OTB.
I feel off-balance in blitz. The psychological impact of blunders lead to worsening moves and progressive loss of confidence.
Some of us have a more direct link between impulse and action; others of us go through unnecessary deliberation stemming from self doubt and exaggerated fear and/or expectations of failure.
I think what causes this encompasses more than theoretical knowledge of the game. While tactics training can only help your blitz, there are issues of psychology and health that affect chess results. I think these issues can be approached outside of chess in a way that could improve your blitz game.
I've played game after game and can't seem to get a decent Blitz rating anywhere in the ballpark of my standard rating. In general, my game is worse and worse under a clock compared to others that manage better under the clock. I can't seem to understand what they are doing differently than me that it affects my rating so drastically. On the contrary, there's a handful of people that would cream me in Blitz chess yet suck at standard chess. Is it because I spend too much time thinking ahead with loads of potential sacrificial moves that won't work 95% of the time? Any tips to improve my game?
