Note the imbalances (per Silman) ie, knights vs bishops, pawn structure, development, space, initiative, material and so on. Identify weak squares, files, diagonals or pieces for both sides. Assess the situation to decide upon some sort of plan, or, as Silman suggests, imagine a fantasy position for your pieces. That is, how you would like your position to look compared to how it does now. If there's a concrete way to reach that position via calculation, follow that plan. If not, try again. Keep an eye open for tactics. Always remember to try to play what the position calls for versus what your heart desires. If an attack is called for, go for it. If there's no clear attacking possibilities, focus on improving your position and playing moves that restrict your opponent's play and limit his options. Don't resolve tensions on the board unless you clearly benefit from it. The more your opponent has to worry about, the more likely he is to make a mistake.
