If you can sustain a progress of +100 per year, then you can achieve it in 13 years.

Let’s say you gain on average 100 rating a year for these 13 years. If you study chess every bit of spare time you have every single day for these 13 years maybe you could do it

I’d think chess.com’s rankings will be smoother sailing than FIDE seeing as I can play nonstop and don’t have to travel to tournaments

It's very easy.

First you get to 3300, and then drop by 300 points.
