That large quotation mark is among all the text options you can select when editing a blog – it's on the third row. You can enter any text after it and adjust the word size as usual.

its not avalible to everybody so you have to make your blog in a club news announcement, where it is avalible for some reason, then you copy and paste the news into your blog
For some reason you can only copy and paste stuff as a prenium member, so you cant do this without membership
