That is why you write down the all the captures and checks for each position, then you can look for other issues. If you have the chess board set up you can move the pieces to the new position and go over the process again.
Actually it is legal and ethical to using a computer to look up opening moves so long as it is an opening/position database not a chess engine. That is it shows you various moves that were made in the position and the win/draw/loss stats - Not telling you the best moves and rating the position in centipawns.
This of course assumes you mean the days/turn chess. Live chess (N minutes + N seconds per move) neither manual nor opening books are allowed.

Correct. You are allowed to consult STATIC references (ie: one that does not change its state when you make your query). That rules out all types of chess engine, but not static data-bases (opening or endgame).
Captures and checks are certainly not the only candidate-moves worth analyzing. It's a good place to start, though, agreed.
Sorry if I wasn't clear in my instructions. Candidate moves are chosen from a a compilation of tactical and positional factors. The process of checking all captures and checks is to prevent blunders. 1. Look up the first 6-8 moves in an opening manual (not a computer, yes this is legal and ethical)
2. Before you move set up the pieces on a board and write down in a notebook all the possible captures and checks on the board for each side.
3. Write down 4-5 candidate moves, complete with an analysis tree 3-4 moves deep and write down your assessment of the resulting position.
4. Before each move take all the pieces off the board leaving only the Pawns and the King. Decide if this is a winning or losing endgame.
After all of that effort, make your move. Not only will your online performance improve, but your otb performance will improve.
