Cheating in chess is over-estiatmed or overhyped or over-dratmatized. Its ok to have zero tolerance on it, specially at tournaments that involve lots of money, but I care very less. I think people can improve in chess only by playing genuine fights. So the cheaters are not benefitted in the long run.

One reason why you'd get a new account instead of reopening an old one is because the old one has a false rating. That false rating affects all other ratings when it is used. Consider all the people that do get 2nd chances and how reopening accounts would affect the rating system on this site.
