I'd stop playing blitz chess and focus on games at least 20 minutes in length.
Blitz chess is easy to gain some experience in by learning quick tricks and flagging, but then you quickly plateau out since you haven't really increased many important chess skills, which in turn leads to experience, which is the key for blitz.

I've been playing chess almost a year now my one year is on April 8th at the state blitz tourn. in my one year my rating has improved a lot my chess.com rating is about 1500-1600 my rating on another site stays around 1700-1800 and I can now beat magnus carlsen at age 9 pretty consistently (4/5 games at blitz speed) now that you know where I'm at in skill I need advise on what to do from here? like I've been in a rut for about 3 months not improving not getting worse and its just not changing I am asking if anyone can help?
