i sent a challenge to a friend but he does not see it

There is an "Allow Offline Challenges" setting on the website which makes it easier to see live challenges (including with mobile devices):

1, I send a challenge to a friend
2. a message states: you will recieve a message when game starts.
3. Friends never gets any alert nor notification about it.
4. Friend cant find the game ANYWHERE in android app or web version
Tried with several friends and its the same.
Weirdly if they challenge me, I do get the notification. Why cant i send a working challenge?
