This is a new requirement (=after 2018) for direct titles which are awarded at certain events. Previously no minimum rating was required. One can still get the WCM title at the Chess Olympiad without a rating requirement.
For normal acquirement of the title, see article 1.3.4 in your link (minimum rating 2000).

Yes we do have a problem. A whole generation it seems believes titles should be given out whether they are earned or not. Let's cheapen the titles that a lot of people have worked hard for and make those titles nothing more than a joke.

FIDE does have certain requirements which need to be met to award a title. If you don't like the requirements, then... well, nobody cares.
If you are worth of a title, just go and show it on the board. Else, you are just a growler.

And- guess what: A previous rating of 2000, which was necesssary to get the title, has changed to... 2000. Only lower ratings were affected by the change.
Now it does sound easy, right?

That's what the problem is. Many are given the titles without earning them. Its like putting lipstick on a pig. Its still a pig.

You all underestimate how hard 2000 fide is. It's way harder than chess.com. You need to be at least 2300 on chess.com.
I don't understand why chess has to be separated by gender in the first place???
It's to encourage girls to play.

WCM is >2000 at least once at FIDE ratings, and completely irrelevant to the chess dot com ratings.
Such a title may be granted if the player achieves a certain level of performance at some official FIDE continental and world events.
