I'd like to be able to promote my King to Pope if it gets to the other side of the board. A pawn would be placed upon the King's head to resemble the triple tier tiara. The Pope would be permitted to transgress any rule of chess on the grounds on his infallibility. He is also unable to be mated due to his unwavering celibacy.

Chess in the US is dying already , at least for adults , as the TDs  and organizers cater to the kids more and more .

Personaly I think actually touching the piece dosen't go far enough. I say hovering your hand over a piece for even a half second constitutes being forced to move it.

I agree.  If you touch a pawn the tip of your finger should be removed and if a piece  you take it down to the knuckle.   King or queen the entire finger.

A player can put one rook on the same file as his/her other rook and ranks 1-4 (5-8 for black) if both rooks are on the same rank and there are no pieces between the two rooks. This will make doubling rooks easier.

I would make it a rule that a piece which is pinned cannot place the opponent's king in check.

If it cannot move, how can it threaten ?.

if a rook and bishop are next to each other, you can change it into a queen

whenever a player takes one of the opponent's pieces, s/he has to drink as many tequila shots as the value of the piece

(e.g. 1 shot for a pawn, 5 shots for a Rook)

Whenever a player is in check that player may choose to either get out of check *or* place their opponent in check. A checkmate is when one player is in check and can neither get out of check nor place their opponent in check. (If both kings are in check at the start of your turn, you can accept it as a draw or get your own king out of check.)

It doesn't affect the game much, but prevents some heroic wins from a player that is down a significant amount of material. It would probably ruin a lot of chess puzzles!

Pieces don't threaten by moving.
Living with a very poor analogy, you can still have a gun raised in your hand if the other is tied behind your back.
