I am not borgqueen, but I can tell you that while one could say "strategic strategy," it would be redundant to do so, much like calling someone an "idiotic idiot."

The real question is when to employ the word "stratagem."

Real strategy is Leonard Nimoy kicking out the jams.

It's known as "tautology" - a repetition of the same idea in successive words.
