Why isn't the regulation for cheaters so much more stern around here?

 

In alot of chessgames it's quite obvious when somebody cheats.

 

- Always takes 15 seconds to make a move even in the first 5 moves or extremely obvious moves like regaining material.

- Makes the perfect move, all the time.

- Plays like Kasparov even though their elo rating reflects 1500.

 

I feel like there should be a 'report' button somewhere on the site, yet I feel like nobody cares enough to do anything about it.

No one who calls out cheaters is as accurate at it as they think they are.

For all the good an IP ban does, you might as well send the person a mean message.

In V3, you can also report people from the menu via Help -> Report Abuse:

Chess.com takes cheating very seriously, but equally we only act when we are absolutely sure.
