It's good that you reported him. Chess.com does take action. If you look at the monthly reports, you can see how many accounts are muted and closed for abusive actions. Last month, it was more than 100,000.

Sorry to hear about your bad experience with that chat.
chess.com does often times ban members like this. It is also true that most of the time, chess.com usually gives warnings or temporary mutes and reserves banning for the more severe cases (or recurring trouble-makers).
Just because you report them and don't see their account closed, that doesn't mean chess.com hasn't privately reached out to this member and/or warned them, or given them a temporary mute etc.
All you can do is report it and move on. Most people don't use the chat, or are pretty friendly when they do. You get the few outlier cases anywhere online; it isn't just on chess.com.
Why would you make your own life harder? It's just a game. you're probably baiting, but if don't, go find a therapist

This site is so toxic, some beat me and started cursing and insulting me for no reason at all, calling me a loser and other stuffs,i offered him a rematch and he accepted,after the match starts he aborted the game and then started to calling me a sucker, what's wrong with these people?
I reported him, but chess.com won't do anything about it, people like that should be banned from this site,and that's not the first time this happens
