An ICCF title from 10 years ago is a real achievement. From today it's a little less impressive as part of that title is about what kind of hardware you can afford. You can't simply buy the title by buying a computer, but without one you can't get it.

Theres almost no doubt that an otb title is worth a lot more.
My Friend has an ICCF IM title from about 10 years ago, he is a strong player 2100/2200 FIDE otb but he says he will probably never be good enough to get ICCF GM title, even with all the time, database and engine help in the world.
It seems that if these titles were so easy to achieve, and with all the modern aids everyone would have one, and ICCF ratings would be into the 3000's
