It's mostly for 2 types... little kids (which you see everywhere here) and retirees (which are also here, but aren't as noisy).

If chess isn't for an age group it's the people in between.

Of course yes. On the other hand top performance is for gifted youth only but do you actually care? Enjoyment is your top priority, also everyone can set sensible goals for himself/herself at any age.
