I only know about PhDs in mathematics. For them....

Getting a chess title is skill based so closer to being first violin in an orchestra.

Getting a PhD is based on

1. mastering a field of knowledge

and most importantly

2. Having a creative achievement extending knowledge in a way that is new, correct, impactful, non-trivial and validated.

These are different types of accomplishments.

The process does share aspects: you can only progress by essentially thinking about it all the time / being completely absorbed in the endeavor.

It also shares that it is a human process which means it can be gamed various ways.

Becoming a GM is both harder that all mainstream qualifications (in terms of the fraction of people capable of achieving it), and more petty than pretty much any of them - chess is just an arbitrary, pointless game.

Your two criteria are standard for a PhD in most fields.

Although my university did not offer a degree in Black Studies, we had courses and professorships in the field. I taught some of these courses, even though it was not my specialty. Some of my peers in History and in American Studies pursued Black Studies.

One English graduate student who focused on Caribbean Studies recently stepped down from his position as Chair of African American Studies at a large state university. His books on Claude McKay have been well-received. There should be no question that he mastered his field of study in graduate school and that his dissertation made a contribution to knowledge. The dissertation became his first book on McKay.
