Is there a penalty for resigning a game before it starts or after one move?

Hey all -

I've been getting a lot of opponent time outs in teams games lately - they either don't move at all or make one move and then never come back. 

I know I can change my settings so that timed out games don't count towards ratings but I also often encounter players (usually higher rated) who when in a losing position let the game time out rather than resign or play it out. I'd like to get rating points in those cases but not in the cases when someone just bails or forgets about a game that has just started.

Would I be penalized for resigning a game with no moves/one move?
