I have an opponent in a daily game (I don't accuse) which is in my daily tournament, who started to move very slowly when he got in a losing position, even when he had only one legal move. My friend were telling me:
"Oh, sure he doesn't notice that he has only one legal move", he doesn't see the game, etc.". Well, now I tested him: I made conditional premoves on the website. And he didn't answer only in 3 days (the time control) after that move (and that plays inmediately). I wrote him several messages about this, and he didn't answer, although he was online multiple times. Now I think this makes him a bit jerk, because I want progress in my daily tournament.

Players are allowed to use 100% of their available time on moves in daily games,.

It's allowed of course, but when you go from making multiple moves a day, to making one move a day, or however long the time control is it is very noticeable.
The easiest thing to do is mentally count the game as done, start a new game and let your opponent amuse themselves stretching the game out for days, weeks or even months.

But it is annoying, especially because they are active multiple times a day and most of the time he has only one legal move. I won't do publical accusations, but if you look at my daily games you'll know which one is it.

Yeah, I get that.
I have come across several of these players.
Often they even timeout once they feel the position is completely hopeless, or is just a few moves from mate.
It's a shame that this happens, but the best thing to do is simply shrug and move on.

I’ve never played that game mode before. Seems like an odd way to play chess.

Stalling is allowed in Daily games? Are you positive? In normal games one reports a person which is stalling.

#5 my favorite is when they accidently timeout. Another type: he thinks he has to use all of his time. In my tournament, there are 2 person doing this. They have a game which has only 11 moves yet, but the tournament is going on for almost 2 months, which means that they really used all of their time.
