So... two people are playing blitz game 3/2mins time control. Both of them have around 5-10 seconds time left. One of them thinks thinks thinks, then suddenly looks at his time 2 seconds remaining so he moves a piece quickly (one second remaining) and so he doesn't loose on time with another ha

the idea is to stop clowns messing with the clock by keeping their hand on it while moving pieces with the other hand. it prevents fights breaking out.
