Yes, it's ethical. White failed to make sure the king was safe. Why should white win if he's unable to do this?

Perpetual check is accepted as a legit way to draw a game, I think, although it doesn't look like black had one here, so white shouldn't have accepted a draw.

In the position where white accepts a draw, he has no choice but to allow a repetition. Black will play Qd3+ and if Qg3 Qf1+ repeats. If the white king ever goes to h4, black plays g5+ Kh5 g6# checkmate. I think earlier white might have avoided this (8. Qg4 might have been a good choice).

Agree, completely ethical. 1...Bxf2 was an excellent last-ditch attempt at a draw, and White did not play accurately enough to earn the win (eg, 8.Kg2?! and 14.Qg3?).

Not only is it ethical, it's a downright nice save after white missed 8. Qg4 (as has been pointed out).  Well played by black.

I hate it, especially when someone starts doing it when the game is still fully open with no obvious advantage to either side, but I agree with the others that its a totally legitimate part of the game.

Oddly enough, in all the games I've ever played I'd never seen it happen.  Until then.   It's unfortunate for the player who's winning (like me in this example), but if it's legit so be it.
