No he’s not. It went about 20 moves past the 50 move rule.

no pawn moved after move 55 nor was no piece taken, so you could have declared a draw after move 55 and had it been automatically accepted.

 

but I'd wager you'd repeated positions far more than 3 times by that point too so you could have declared a draw then.

Yeah I offered a few draws around move 50, then had to focus on premoving
