Letting the clock tick down rather than resigning

Why do people do this? I think it really lacks class and is not in the spirit of chess at all.

It's happened to me a lot recently but I just played a game where I won the opponents queen leaving them in a situation almost impossible to come back from. In that situation I would always try and fight for stalemate or resign. Thus opponent simply allowed the clock to tick down for 22 minutes. Every time auto resign came on it would go away again 10 seconds later. He wanted to make sure I was sat here the whole time, presumably to 'punish' me for beating him!

Is there any way I can report or complain about this tactic?

I would just resign, it's obvious when people drop out and it comes up "auto resign" and that ticks down for a minutes then they come back and it rocks down again and again, just resign be polite and resign. I note the 21st move, if I'm losing I resign if I'm winning I play in, if it's even I offer a draw...
