You could probably make it longer with disambiguated, or doubly disambiguated moves. For example if 3 knights in certain positions could all capture a pawn and deliver mate, notation would be something like Nb2xd3#. Although I guess you can't disambiguate promotions, so 7 characters might still be the longest
